“He represents a new demographic, right?” said Julian Maxwell Hayter, an assistant professor of leadership studies at the University of Richmond. “There are people moving into this city who are not from here. There are also people from this city who are ready to move beyond.”

Is there a national template for what Stoney represents?

“Cory Booker,” Hayter said, referring to the former mayor of Newark, N.J. “It’s kind of the Cory Booker model. And I’m not saying Cory Booker has been successful. But he broke political ground.”
