Julian Hayter argues for larger conversation before deciding on residency requirements for city's public officials

Dr. Julian Hayter, associate professor of leadership studies, argues for a conversation about the ways in which the City of Richmond has changed over the past decades before making a decision about residency requirements for the city's public officials.

"There has to not only be thinking about the past, but about the future, especially in a city that’s changing at the rate that Richmond is changing," comments Hayter, who studies leadership through the lens of history. "On some level, you’ve got to deal with contemporary problems on contemporary terms."
