On the Spot: Here it comes again ? an issue fraught with emotion, political overtones, economic and sociological implications. Not to mention confusion. Question: My wife and I dined at a restaurant in Los Angeles where the menu noted that it pays a living wage about a 15% surcharge. But I was unsure how much to tip.
